On the other side we have 'international words', which are almost a 'event brand name', like 'home', 'free', 'sale', Black Friday, 'Halloween'. If you take a close look at those example images from your link, on some of them are whole sentences - something that absolutely needs to be localized. The point here is that there is a difference in what kind of text is getting localized. The localization might become a problem or not - we will see how the Steam will solve it. The new rules, which the developers have only a limited amount of time to get into compliance with, also come with a new mechanism for temporary properly localised overrides. Any text included on a graphical asset MUST be localized into at least the same set of languages supported by the game.
